While applying latest WINDOWS DB BUNDLE PATCH 11.2.0.4.181016 with latest OPatch-11.2.0.3.20,the following errors are seen -

To run in silent mode, OPatch requires a response file for Oracle Configuration Manager (OCM).Please run "C:\\Users\\Administrator\\AppData\\Local\\Temp\\3\\oracle-home-154337867001241\\OPatch\\ocm\\bin\\emocmrsp.bat" to generate an OCM response file. The generated response file can be reused on different platforms and in multiple OPatch silent installs.

To regenerate an OCM response file, Please rerun  
"C:\\Users\\Administrator\\AppData\\Local\\Temp\\3\\oracle-home-154337867001241\\OPatch\\ocm\\bin\\emocmrsp.bat".

C:\\app\\Administrator\\product\\11.2.0\\dbhome\_1\\cfgtoollogs\\opatch\\opatch2018-11-27\_17-17-58PM\_1.log

OPatch failed with error code = 73

CHANGES

CAUSE  
Identified in an unpublished Bug.

SOLUTION  
The errors are due to the missing OCM response file.  
1. Generate an OCM response File by running -

C:\\ $ORACLE\_HOME\\OPatch\\ocm\\bin\\emocmrsp.bat".

2. Then rerun the apply cmd by passing the location of the response file ocm.rsp to "-ocmrf" flag -

C:\\ opatch apply -ocmrf <full location of Response file)

Note - The messages related to OOP(Out of Place) Patching would be removed in the next OPatch Version.
